The early months of 1994 saw continued loyalist and republican paramilitary violence including several attempted IRA mortar attacks on Heathrow Airport. In the view of some commentators these events undermined the framework for peace established under the Downing Street Declaration of 15 December 1993. In this interview Mayhew discusses the basis for future political negotiations in Northern Ireland with particular reference to the IRA. Ten days later the Provisional IRA announced a three day military ceasefire. On the Record was BBC's flagship political programme.
